Thanks for your question. I am responding as a member of the Ex-Com, and not speaking for the Ex-Com. My reason for voting to recommend Hallinan is consistent with my belief in supporting the "lesser of two evils." The probability that Hallinan will not waste time, effort, and taxpayer resources in prosecuting victimless crimes is higher than that of Harris.
