How much culpability belongs to those who vote for the politicians who oppress us (in the U.S., that being most members of the 2-party establishment cartel), how much belongs to the politicians themselves, and how much belongs to those who carry out and enforce the edicts of those in power, is an interesting question, although one to which we may never have a clear or fully satisfactory answer.

  All three groups clearly contribute to the rights violations and destruction of freedom and each group collectively plays an indispensable role in that process, therefore it seems clear to me that each group bears some culpability even if we may never be able to sort out the exact amount.

  On an individual level however, I think the tyrants, politicians and senior bureaucrats who create the anti-freedom statutes, regulations, and policies, and give the orders to enforce them, bear by far the most culpability, because this group is smallest in number and therefore each member of the group has a greater proportional share of the blame.

  Worldwide, there are billions of people who vote for, donate to, or otherwise support anti-freedom politicians, so even if one argues that they are collectively just as culpable as the politicians and tyrants themselves, each individual's share of that blame will obviously be smaller when compared to a member of the ruling class, just because the latter group is so much smaller in number than the masses who empower them to do evil.

  The number of professional lackeys who carry out and enforce the rulers' anti-freedom policies lies somewhere in between the number of people involved in the other two groups, and therefore I would say their individual culpability also typically lies somewhere in between.

  Of course there are exceptions in each group, people who are obviously more or less culpable than a typical member of their group. A law enforcement officer who embodies the qualities of a petty Gestapo thug, zealously and maliciously enforcing the immoral edicts handed down by his superiors, or a member of the public who pours countless time, money, and effort into supporting authoritarian "leaders", obviously have more to answer for than typical members of their groups.
