of course the libertarian position would be privatize the streets and let the owners make their own regulations.

But wait - the City of SF is already incorporated as of 1850. yikes! I guess they can do whatever they want, just like Disneyland and other gated communities. And any private property ownership is really a defacto lease. hmmm.

Granted there are collusion issues with the State in regards to taxes and police but that's a different fight than opposing public intoxication codes, parking tickets, and the like.
