Dear Richard;
As someone said if this FISA was real they would subpoena the wire tap records from NSA and if needed sending the US Marshalls to seize them by force. Then compare wire taps to approved wire taps then issue contempt of court proceedings against all the people who did wire taps without approved wiretaps.....
