The police chief Bill Scott is quoted in this video as saying it’s being done to “make a statement to criminals in the area” and credits the monstrosity’s sidewalk-blocking presence for 23 arrests “most of them drug-related” on the day before the interview. He admitted “most of them are misdemeanors” including “a number of warrants” (i.e. nabbing people on technical violations of court-imposed conditions).
