The state ballot measures (referenced in this SF Chronicle article) are somewhat different than the local ballot measures:
The AG writes the state ballot questions, whereas the actual tax proponents (i.e., schools, cities, or counties) get to write the local tax measures and ballot labels. And the Chief Elections Official (Mark Church in our county) does nothing to ensure compliance with laws. So literally 95% of local measures in San Mateo County pass since they are effectively campaigns.
Except for a major issue like Prop 13 or 15, the local measures are significantly more tax dollars than state measures. Hundreds of billions.
More $ at stake with the local measures and, arguable, more recourse.
That’s why I’m doing the election contest seeking to invalidate local school bonds which clearly violate the constitution and relevant statutes.
