I don't see how this has anything to do with state "sovereignty". Since
the Feds have usurped the private sector's role in health care, it is
appropriate for Perry to look to them for solutions in this situation if
they exist. He would have done better for his sovereignty cause however
if he had offered to pay for it.

That's the whole point---Perry doesn't really believe in sovereignty. When his patron, Bush, was in office, Perry was first in line grabbing government handouts. He also totally supported and collaborated with the Bushmen's usurpations of the 9th and 10th Amendments (as well as all the others). He's just throwing a tantrum and trying to score political points because he doesn't like the new set of 'strings attached.'
