The onus is on you to cite specific clauses in the Constitution demonstrating this power is delegated to the Feds.

As Harland explained, naturalization and immigration are separate issues.
In addition to checking the Constitution, check the dictionary.

1. Yes, the power to make laws to deny citizenship to "illegals" is within the purview of Congress. However, migration is not.
2. This power expired in 1808, as stated in this Clause.
