While we focus on whether there was a previous regional tax or whether
the Bay needs “saving,” we ignore the loss of local voter control.
Iterations of “regional” revenues have always been with us. BART is a regional entity that raises taxes
regionally, and nobody bats an eyelash, given this agency’s structure. As Ezra Rapport says, “we broke the barrier”
with Regional Measure 2 -- well, that was tolls, not parcel taxes, but the
precedent is understood.
