My reading was more generous, but possibly wrong: Even though Bast is a rather conservative libertarian, I would not have assumed he meant to claim that Bush was in any way libertarian, but merely that Bush was politically shrewd enough to imagine that using the word "libertarian" might help. The point, in other words, was, in my reading, less about Bush than about the American people.
