I actually support this UMP plan, where a portion of dues goes to national and part to state. It used to drive me nuts trying to keep up with three memberships simultaneously--national, state, local. It took me years even to figure out that joining one had no effect on the others. But, membership fees aside, it's entirely possible to contribute directly to the LPSF without any of it going to national--something most people do at every meeting.
