Terrific. We could even get rice flour at a Chinese grocery, and state clearly in the letter that it was rice flour.

Well... mailing a white powder might well be construed as something
illegal, akin to falsifying a bomb threat. But if you mail rice, and the
government powders it themselves, well... there's a certain delicious
justice there.
