Hi Starchild,
I am much more concerned with the looting of citizens by government expenses
in general, not just for the armed forces.
Civil servant pay, pensions and govt contracts and no-bid expenditures
consume a far larger proportion of govt expenses than the army.
Many entitlement expenditures (like medicare, medicaid etc) are also subject
to the same kind of inefficiencies, fraud and corruption that characterizes
armed force and civil servant payments.
