That may be your opinion, but many others would disagree.
Many would say that if you have or might have a virus and you infect others, you are violating their rights.
In any case, the motion as stated makes no such distinction.
It lists a gaggle of rights and makes no comment about knowing or not knowing about carrying the virus.
And therefore your comment is irrelevant to the issue of whether the motion is complete or not.
