Dear Brian,
As you were the one who quoted a statistic that was intended to disprove
that the government is not the primary polluter, it seems it is your
responsibility to prove that the mining industry that you stated was
contributing to a large amount of pollution isn't conducting its
activities on public land with the implicit approval of the government
that controls it.
