Proposed Ballot Argument re: Measure A

Aubrey, Marcy, Starchild, and Activists:

Please find enclosed a proposed text for a ballot argument against Measure A. Starchild points out a piece I'd missed in my prior analysis. Namely, this phrasing from Page 4 of the Measure:

"In the event that the contribution rates set forth above do not cover the entire Normal Cost, the Employer shall contribute the balance into the RHCTF."

This could be a budget-buster. It creates a charter obligation to fund retiree health care at current contribution rates. This provision, because it's part of the charter, would take priority over appropriations measures passed by the Supervisors, meaning retiree health care costs could trump basic civil services if the city ran into budget issues.

My proposed text includes this point, as well as bits from my earlier analysis. According to my count, it weighs in at 235 words -- short enough to add a byline, etc., and tweak words here and there without running into the word count limits.
