Hear, hear! Mike, even though I was disagreeing with you earlier about Prop. G, this is an excellent argument. Just having this kind of reasoning in the ballot book is arguably of such positive value that it offsets any negative effects that may be caused by opposing what I regard as a harmless good-government measure. Where did you find out about the way Colorado handles surplus revenues? That is a terrific comparison.
