This could be done by
requiring an overwhelming majority, say 20 to 1, for the Libertarian
Party to take a position on any issue. On issues like proposition 75,
I would like to see the Libertarian Party not take any position.

Well, our Bylaws didn't require a 20:1 margin, but our official support did require a 2/3 super-majority.
The vote on this particular motion (to support prop. 75) was 14-1-0 (for-against-abstain).
With only 15 ExComm members, requiring 20:1 is the same as requiring unanimity.
