There already is at least one interest group, involving certain disabilities, getting their taxi fare reimbursed by the city. Perhaps this is what gave the artists the idea.

Dear Dr. Mike;
I vagauely recall such a program for developmentally handicapped people in wheel chairs needing special assistance transport of some kind - where it wouldn't be quite so safe for them to roam around on Muni and local taxi cabs are used.
