According to what Richard said, it sounds like we would need Edward Snowden to sign a declaration of candidacy at some point for him to actually run. I have no idea how he'd feel about taking that step -- and it would be a moot point unless we can get the document to him -- but I strongly doubt he would object to libertarian-minded folks putting his name forward as a candidate for Congress, short of him actually running, as a way to help keep the spotlight on the issues he's raised. So I am personally okay with us taking that step unilaterally.
If it turns out he still has residency in Hawaii, I think that would be the best place for a Snowden for Congress campaign, in order to make him legally eligible to serve in office should he actually run and win. If not Hawaii, then we should discuss which other district might make the most sense. If we run him against Pelosi as Sam suggests, I'm willing to serve as his "campaign manager".
