Yes you are right but it is still a good news bad news type of a thing. Good news is restitituion and compensation - bad news tax payers are the ultimate ones to pay it off.
One wonders what would happen ifd every member of the police department in any police dept. inclusing all fed police as well had to re-take the psychological entry exam every 5 years. If you don't pass out you go. Bet that would cut down on a lot of police brutality and shootings and dead innocent civilians.
