Below is a letter I recently sent to the applicant listed on a Planning Department notice I received as seeking a change-of-use permit for a commercial property near where I live.
I'm guessing that most people in San Francisco get at least one or two such notices per year, whether pertaining to commercial property owners or residential property owners, seeking government approval to change something about their property.
If you get one of these notices, I encourage you to weigh in to support the property owner, or at least offer to do so – people who live nearby tend to oppose changes in their neighborhoods, so as a nearby resident supporting property rights, your voice can have a disproportionate impact.
It has also occurred to me that local groups could be formed – perhaps called "Neighbors for Property Rights" or NPR for short – in which members would support each other's property rights. Membership could be based on pledging not to advocate for government to violate the property rights of other residents and businesses in the community, and by either paying dues or by writing letters and/or attending hearings in support of people facing abridgment of their property rights.
