You do not have to pay a fee to be a voting LP member.
Sustaining members (those who have paid $25 in the past year) are
counted to determine delegate allocations for states and are
eligible to
serve on the Libertarian National Committee and to run for
President or
Vice-President. In other words, to determine whether California
gets 30
delegates or 100 delegates to the national convention, only paying
members are counted.However, once delegate allocation is determined for your state,
those
delegates do not have to be sustaining members. They don't even
have to
be national members... they can be state party members only (they
can be
national members, state members, or both). You also do not have to
be a
sustaining member to serve on the Credentials Committee, Bylaws
Committee, or Platform Committee at national conventions.The bottom line is as long as you do not want to run for the LNC or
for
President or for Vice-President, not paying the fee is not a
problem.
That said, donations help the national LP work towards more
liberty, and
I encourage you to donate generously or make a monthly pledge.

I'd be inclined to vastly simplify our local membership forms,
including just the above information, plus the pledge, and two open
fields for additional donations to the LPC and LPSF. We would of
course NOT collect any dues or donations for the national LP; but a
note with the above information plus a pointer to the website might be
reasonable. I could put something together and post it for review...

He forgot to mention that the national LP News newsletter only goes to
those who donate $25+/year, and the Liberty Pledge newsletter only
goes to those who donate $10+/month.
