Another possible interpretation would involve human action: free market sustaining agencies and wealth redistributed by individuals trading with each other. IOW, laissez-faire capitalism.

Like I said in the original posted question (questions having been
asked for):

This was in response to the proposed situation in which all the
acronymous government agencies were done away with, as well as all
personal and corporate income taxes. I read this to mean no
sustaining agencies and no money to redistribute. Was there
