Legalize sleeping or living in spaces zoned for industrial or commercial use?

Another idea... I'm not familiar enough with the technical terminology of the current regime to name the proper language here, but what about a measure removing restrictions on people using industrially or commercially-zoned spaces for residential purposes?

  People have often informally lived or slept in these spaces anyway, but many of them are still far under-utilized in this regard from what could be the case if the practice were legalized.

  There would be a couple limitations that I think it would be highly advisable to include in any such measure:

(1) The presence of people sleeping or living in such spaces could not be used as a basis for legally restricting noise, odors, shadows, usage hours, or other output or effects of nearby buildings, businesses, or activities.

(2) The presence of people sleeping or living in such spaces could not be used as a basis for legally mandating the owners or leasers of such spaces to make accommodations for such usage.
