Certainly getting rid of the laws against organ sales could address the issue by reducing waiting periods and making transplants more affordable. Getting rid of various anti-immigrant laws could also have a positive impact -- laws that make it difficult for them to work and earn money to pay for health care, laws that make it difficult for them to get health insurance, laws that make it difficult for them to re-enter the country after leaving to obtain less expensive treatment abroad, etc.
