It's not clear whether this trend is mainly due to police becoming more enlightened, the politicians who control their budgets becoming more enlightened, pressure from activists and the public, crime rates falling in general, or simply lack of money -- transparency is still sadly lacking -- but this is some very good law enforcement news for a change. Interesting that it's reported as being a regional trend, rather than just San Francisco.
Of course government stealing people's drugs and property, as SF police chief Greg Suhr apparently reported having done recently, is still immoral aggression, but it's a far cry better than committing more serious human rights abuses and wasting far more stolen taxpayer money by throwing drug sellers or consumers in jail.
