It happened during my college years when I was less stable and moving around the country, so change of address was a factor.
Being young I had confidence in the banking system I no longer have.
Therefore as crazy as it sounds I don't bank or use credit cards.
Also, banking has fee's. There should be no fee with the ballot. Even the filing fee is waive-able.
The gov has no right to require any fees with balloting!
I've known I would fight this battle for a long time...
