Mayor of a city vs. state assemblyman vs. state senator based on who has the more power - it's the mayor as the others have to share with 79 other assembyman and 39 other senators.
If it is a springboard you are looking at then supervisor to mayor or supervisor to assembly to senate to congressperson to US senator or governor.
