San Franciscans are in general caring people. The great majority of
San Franciscans want the hazards to blind and handicapped people in
San Francisco to be abated, and they should be, through the proper and
effecient application of existing resources. Bond issues are not free
money. They have tobe payed back theugh taxes. The taces do not just
fall on the healthy, the able bodied, and the employed. They fall on
everyone, and fall hardest on the blind, handicapped, sick and
disabled. The greatest insecurity for many is fiancial insecurity. I
am legally blind and have been disabled for ten years. Taxes, I know
first hand add to the economic insecurity of disability. The
lighthouse for the blind, for example has a store. The items in the
store are taced. for some the tac is the differnce betwen being able
to afford essential wquipment and going without. Many able bodied
voters believe, and correcctly so, that inflation will reduce the
burden of these bonds in the long run. They may be correct. Hoerver
inflation is very cruel to thdisabled and the elderly. It destroys
fixed income disability an retirement payments. It depreciates
savings. In short it impoveriashes those whose income is not well
protected from inflation. If for some reason inflation is slowed or
halted, San Francisco's bond burden may be a severe problem for the City.
The finacial burden of this and any other capital bond issue is
increased by the special priveldges given certain politically
connected able bodied groups in the bidding process. these cost
burdens should be reduced ase they too are borne in part by the poor
and disabed. By rejecting this proposition the concerned voters send a
clear and compassionate message to the Politicians who are supposed to
be serving us. We want the handicapped physical barriers taken care,
but we no longer want to pole any more financial burdens on the poor,
the elderly, the disabled, the blind, or the able bodied citizens of
our city. We want the financial house of our city set in order. In
addition to taking an oath to defent the Constitution, perhaps each
politician should be required to take a Hippocrtaic Oath, first do not
harm.
