Cops Taser mental patient standing on ledge, who predictably falls -- fatally as it turns out

Cases like this are a good test of the "bad apple" theory that police abuse is the fault of just a few "rogue cops" and not systemic. If the NYPD fires, arrests, and charges the officers responsible for the death reported below -- the one who gave the order to Tase the guy, and the one who carried it out -- that will tend to validate the theory.

  But if they don't fire them or charge them with the mentally disturbed man's death, then that will tend to support the conclusion that it is not just individual bad officers, but entire police institutions that are rotten.

Does anyone really believe the "bad apple" theory anymore?

  Unfortunately the answer appears to be yes. Police are still relatively (if undeservedly, imho) popular with the public, as far as public opinions of various institutions and professions go. Even within our own ranks, multiple people on California LP lists have sometimes spoken out in defense of the police when I've posted this kind of story. As a matter of fact I wrote the below introduction with those folks in mind!
