Thanks, Mike, but this story has a paywall so you can't read it on the website unless you are a digital subscriber. Perhaps you can copy and paste the text here? If you don't feel comfortable doing that, is there any mention of the Libertarian Party or other opposition to Prop. B? Any good quotes or arguments against the measure that we can use? The first paragraph of the story which is visible, makes an excellent one:
"Back in 2008, San Francisco voters overwhelmingly approved a wise but nonbinding fiscal policy: Future ballot measures should not be allowed to lock in funding for a particular program unless they included a revenue source, limited annual increases to no more than 2 percent and did not extend more than 10 years."
