I believe it is based on the fact California governments work on a July 1 - June 30 fiscal year as per California law and the Boosting Up The Payroll At The Taxpayers Expense Commission had to issue timing wise with inclusion in the new fiscal year budget 7/1/07 - 6/30/08.
