Bylaws & quorum

  Good suggestion. Requiring five members including either the chair or
vice-chair (or, we might add, someone designated by one of those two
individuals to conduct the meeting) to be present sounds reasonable to
me.

I agree with both Justin's interpretation or Robert's Rules that any
members present constitute a quorum, and Chris's that a majority of
those present can make binding decisions. (I am assuming Justin is
correct that there is not anything in the Bylaws that takes
precedence.)

I also agree with Chris that a good change to the LPSF Bylaws would be
to define rules for a quorum explicitly. It would be very common in
this type of organization to have a minimum, such as "5 members in
good standing including either the chair or vice-chair", before any
legal business could be conducted. Otherwise, a meeting with only 2
or 3 members present could hijack the organization, at least for a
while.
