"Repealing" the law is a democratic process as well as creating the law.
"Overturning" the law is a legal process as well as "upholding" the law.
Liberty is a framework in which these processes respect individual rights.
Building the framework is a complex and specialized activity.
It doesn't require an entire population or its majority.
99% of the population is legitimately occupied with other concerns.
In California, that leaves 1% or 300,000 people to build the framework.
That's more than enough if they are not spending their time with didacticism and pedagogy.
Those things are already being done.
