BALLOT INITIATIVES FOR NOVEMBER: LOCAL AND STATE

Dear All;
These are the ballot issues facing SF voters in November there could be as many as +/- 22 initiatives or policy statements or charter amendments on the ballot for SF. We won't know for certain until after July 30. Based on the number it would be best to discuss LPSF stances by breaking into two parts half in August and half in September. The October meeting is to late with the election day on Nov. 4. Or if agreeable doing a marathon session in August or one in September with nothing but ballot stances and do them all in one swell foop.
BTW there are also 11 initiatives on the state ballot. While we as a local will bow to the state committee on ballot stances I personally believe we can have a local stance at odds with the state if we believe it is in the best interest locally. While this may not play well for cohesiveness and does not play well with other children I personally feel we can still make a statement about a state initiative even if it is contrary to state ex comm because it is an issue we believe in locally.
Enjoy the general election in November and also remember the presidential elections and congressional elections are also on the ballot.

These are the propsed initiatives on the ballot placed there by the Supervisors or the Mayor so far there are 9. Below that are the additonal initiatives the Supervisors are considering. They have until July 24 to place on the ballot AND until July 30 to take off the ballot.
There are 4 voter initiatives being considered based on registered voter name checks:
1 - Save the Jr ROTC
2- Stop funding SFPD sex worker department
3 - Naming the SW sewage treatment plant as the George W. Bush Memorial Sewage Treatment Plant
4 - Back again: taking over Alcatraz as a world global international Peace Center

Administrator to appoint an Independent Rate Payer Advocate, and
prescribing the duties and responsibilities of the Independent Rate

Charter Amendment (First Draft) to amend the Charter of the City and

have taken unpaid parental leave while employed with the City and
County; amending Sections A8.559-10, A8.585-10, A8.586-10, A8.588-10,
A8.595-10, A8.596-10, A8.597-10, and A8.598-10, relating to
computation of service credit for a period of unpaid parental leave;
and amending Sections A8.559-11, A8.585-11, A8.586-11, A8.588-11,
A8.595-11, A8.596-11, A8.597-11, and A8.598-11, relating to the
source of funds for eligible safety members who elect to purchase

Charter Amendment (First Draft) to amend the Charter of the City and
County of San Francisco by amending Sections 2.15 and 3.103, to
modify the procedures for adoption of ordinances and resolutions when
the Board of Supervisors acts as the local legislative body under the

priorities for use of Port funds; Port agreements with other City
departments]
Draft Charter Amendment (First Draft) to amend the Charter of the
City and County of San Francisco by: amending Section B6.406 to
update the priorities for use of Port funds; adding Section B7.310 to
authorize the Board of Supervisors to approve a financial and land
use plan for a Pier 70 Maritime District submitted by the Port, which
may include financing or incentives for Pier 70 waterfront
improvements; and adding Section B7.320 to require appropriations for
certain agreements between the Port and other City departments
submitted by the Mayor to the Board of Supervisors and approved by

number of signatures required to qualify a recall petition for member
of the Board of Supervisors from 10 percent of the registered voters
of the district to 20 percent. Supervisor McGoldrick

Charter Amendment (First Draft) to amend the Charter of the City and
County of San Francisco by amending Sections 2.101 and 13.101 and
Article XVII to change the election cycle for the offices of Mayor,
Sheriff, District Attorney, City Attorney and Treasurer so that these
offices will be elected in even-numbered years; and to amend the
definition of general municipal election so that such elections occur

Authority Commission]
Charter Amendment (First Draft) to amend the Charter of the City and

15.105 to divide the power to nominate members of the Municipal
Transportation Agency's Board of Directors between the Mayor, the
President of the Board of Supervisors, and the Controller, subject to
confirmation of all nominations by the Board of Supervisors, setting
the compensation of members of the Board of Directors at $1,000 per
month, and fixing the status of the Board of Directors as members of

Draft Charter Amendment (First Draft) to amend the Charter of the
City and County of San Francisco by amending Section 4.118, to
clarify the authority of the Commission on the Environment to
consider environmental justice issues and to review City building and
land use policies for environmental sustainability; and allowing the
Commission to investigate and make recommendations to City agencies

080648 [Energy Security, Cost Reduction and Environmental
Protection]
Charter Amendment (First Draft) to amend the Charter of the City and
County by amending Sections 8B.120, 8B.123, and 9.107 to address the
need to change electricity production, delivery, and use to ensure
environmentally sustainable and affordable electric supplies for
residents, businesses, and City departments and to require the Public
Utilities Commission to comprehensively study and determine the most
effective means of providing clean, sustainable, reliable and
reasonably-priced electric service to San Francisco residents,
businesses and City departments. Supervisor Mirkarimi

080649 [Promoting and Sustaining Music and Culture in San
Francisco]
Charter Amendment (First Draft) to amend the Charter of the City and
County of San Francisco by adding Section 16.128, which is designed
to promote music and culture in San Francisco by establishing a music
and culture sustainability policy and incorporating those principles
into the General Plan of the City and County; and amending Section
4.106 to provide that the Board of Appeals shall have jurisdiction to
hear appeals involving entertainment-related permits and events under
the jurisdiction of the Recreation and Park Commission or Department.

080650 [Creating a Landmarks Preservation Board]
Charter Amendment (First Draft) to amend the Charter of the City and
County of San Francisco by amending Section 4.105 and adding Section
4.135 to establish an independent Landmarks Preservation Board with
authority to: recommend approval, disapproval or modification to the
Board of Supervisors of landmark, historic district, and conservation
district designations under the Planning Code and historical property
contracts under Chapter 71 of the Administrative Code without
referral to the Planning Commission; approve, disapprove, or modify
certificates of appropriateness as set forth in Article 10 of the
Planning Code; approve, disapprove, or modify permits for major
alterations as set forth in Article 11 of the Planning Code; and take
such other actions on matters as may be prescribed by ordinance.

080651 [Policy regarding budget set-asides]
Charter Amendment (First Draft) to amend the Charter of the City and
County of San Francisco by adding Section 9.119 to: (1) establish as
official City policy that the voters will not approve new set-asides
or other mandated levels of spending without identifying a new
funding source for the program, and that the duration and any annual
growth in the set-aside or mandated level of spending be limited; and
(2) require that the voter information pamphlet include a specific
Controller's analysis of the fiscal impact of a proposed new set-
