Ballot endorsement meeting

I'm just going by what it says in our bylaws -- 30 days notice
for endorsement meeting, with candidates and ballot measure
proponents and opponents invited to said meeting if possible.
If we want handle these things differently, we should change the
rules, not ignore them. There's nothing stopping us from making
such changes.

According to my interpretation of the Bylaws, we are required to
have the ballot endorsement meeting in September, and no advance
notice is required, though of course advance notice is desirable.
Endorsements may additionally be considered in October if notice
is given one month in advance. The bylaws do require that
candidates, proponents, and opponenents be invited to the
endorsement meeting itself, unless that is simply not possible. I
don't believe that the bylaws allow any extra, non-regular meeting
to be scheduled as an endorsement meeting. Doing it in either
September or October, I can have the newsletter ready ahead of
time to just have the yes/no endorsements dropped in (and October
would actually be easier for this purpose).
