Leslie, you fail to elaborate on individual moral responsibility/judgement; but to say “…there are some bad cops…” unless, that’s your admittance to at least some of the killings of young black men. If so, I am in full agreement; except to add, silence in reporting by “good cops” is also, a crime within the Geneva Convention.
