The problem is not that the people depicted here would have been cited or arrested under a Sit/Lie ordinance. The problem is that this is a law practically designed to be unequally and arbitrarily enforced -- people looking poor and homeless would be cited or arrested for doing nothing substantively different from what the people in this photo are doing. Last time I checked, unequal and arbitrary law enforcement was a violation of libertarian principles.
