The problem with this literal definition for us anarcho-libertarians is it does not distinguish between a coercive ruler and a non-coercive ruler. Anarcho-libertarians can be all for the latter. Even though I'm an anarchist, I have many self-appointed rulers.
For example, my physician rules (or governs) my medical decisions. Justin Sampson rules the LPSF meetings. They both rule non-coercively and I'm free to secede from their rule.

Obviously a non-coercive ruler is bestest - however in a State of Anarkos there would be no ruler - the people would be free to decide for themselves what actions to take - maybe by a tribal council type of program as existed in early Ireland which worked quite well - where there was no ruler and a true state of Anarkos did exist.
My physician offers advice on medicine and I decide whether or not to accept his recommendations but I can guarantee you he does not govern even in a non-coercive way my medical decisions. It is consultative at best. He says you should do this because if you don't your aortas will explode and I decide if I want to do what's needed so my aortas don't explode. It's my choice.(some choice)
As far as Justin's non-coercive "ruling" of the LPSF meetings given the somewhat free-wheeling nature of the meetings while following an agneda he does not "rule" the meetings. He directs traffic on the topics to the next agenda items but I do not believe he actually "rules" the meetings even non-coercively.
I say this because while he could direct traffic as it were we could totally ignore his directions and secede from his "ruling" if we so chose as you suggested. Then to use a current definition in vogue in the media we would have anarchism or anarchy. ( even though it's the wrong definition and usage)
