10) CA: Property purchase raises eyebrows

"San Francisco building inspectors got word in June 2005 that someone
was
renovating a dilapidated, one-story home at 838 Alabama St. in the
Mission
District without the necessary permits. Inspectors checked it out and
found
that wall shingles were being replaced and the roof was being repaired,
and
they later slapped an abatement order on the property demanding that
construction cease until the proper Department of Building Inspection
approvals were obtained. In a matter of months, the owners -- two
sisters,
one of whom lived abroad and the other who was a DJ living in the city
