OK, let's think about a concession stand at a movie theater. Let's say that people angry about the high price of theater popcorn get a law passed that requires owners of movie theaters to have competing snack bars. The price of popcorn might go down, but the price of the movie ticket will go up to make up for the money that the theater lost by lowering the price of popcorn and complying with the regulations. Those of us who had the foresight to eat before we went to the movie will now have to pay more for a ticket (or be unable to afford the movie at all), and resources are being wasted on regulation.
