The status of street art / are requirements to obtain government authorization a good thing?

There is s question of whether there will be public art or not.

Then there is the question of who will do it.

Then there is the question of what it will be.

Then there is the question of who will pay for it.

The street artists answer all those questions for free.

This is in contrast to government answering those questions at great cost when a make-work government boodoggle monstrosity is installed and everyone must pay for it.
