True, GPS does not require transmitters. But, in combination with "cars and cellphones," as was the context, there often are transmitters at the ready to send your GPS coordinates to willing interlopers.
So, while a GPS receiver you add-on to your car aftermarket may not have a transmitter, the Cadillac OnStar system certainly does.
