I've seen the graphic before -- it is indeed amusing. I could be wrong, but I believe it may be one of the memes that was designed for and used on the LP's Facebook page.
Arvin Vohra, a fellow Libertarian National Committee member and libertarian radical who is among a minority of folks on the LNC I would tend to recommend voting to reelect, has been the point person for getting stuff posted there.
