I don't know exactly what Biden's vote was about, but making English "The Official Language" would disenfranchise Puerto Rico which has made Spanish official. Here, in California, Spanish remains lawful by treaty. Also, as John McCain has noted, Indian tribes have official Federal Government status and may conduct business in their native languages. But Andrew is right to point out that:

1) Joe Biden says: "You cannot go to a 7-Eleven or a Dunkin' Donuts unless you have a slight Indian accent,"
2) Joe Biden votes against English as the official language.

That sure sounds like the attempt of a typical politician to appeal to prejudice and to both sides of the issue.
