Apparently the projects were originally designed and legislated to
become the personal property of the tenants. However once the political
establishment realized they could become a source of on-going revenue
and power for the state, those terms were ignored. Now they are
completely run by the state and the tenants aren't even allowed to
paint. That's a union job you know.
Sarosh and Starchild have done some background work on this. Starchild
had a projects activist come speak at one of his dinners some time
ago...it was a real eye opener.
