Good points, Justin. But if the system is not set up so that county
parties can accept dues locally and send the LPC its share, then
there should be additional safeguards added so that the LPC is more
accountable to the counties regarding dues distribution than is
currently the case. In that case, I would recommend the state bylaws
be changed to require:
-the LPC to pay any county dues owed first out of any moneys or
assets it has, before any other creditors, unless given express
written consent by the county party owed the money to do otherwise,
and a financial penalty incurred by the LPC if it fails to meet a
dues obligation in a timely fashion, again unless the county party
owed the money agrees in writing to waive such interest.
-the standard membership forms to include, as per your suggestion,
equally emphasized boxes for a new member to check indicating whether
they were recruited by a county party or the LPC, and a clear
explanation of how any contributions will be split between the state
and local levels depending on their choice, and for the forms to also
include an easy way for members to choose whether they want any
contribution over and above basic dues to go to the LPC or to their
county party
-the LPC treasurer to issue a monthly report with each dues payment
to each county stating the total amount that each member, listed by
name and contact info, has contributed in the current reporting
period, and how that contribution breaks down (how much for
newsletter, how much for LPC dues, how much for county dues, how much
in additional contributions to each entity), along with photocopies
of each membership form received that month from a member in that county
-the LPC treasurer to issue an annual report to each county listing
the full information for each month as above, and the annual
contribution totals for each member and each category of contribution
(state newsletter, LPC dues, county dues, LPC donations and county
donations)
If these reasonable accountability safeguards are established, then
I would be agreeable to a system where the LPC collect all dues
rather than counties withholding their shares when sending dues to
the LPC. I am willing to help draft new bylaw changes in accordance
with the above, and for this purpose request that my name be put in
nomination for a seat on the LPC bylaws committee for 2008.
