Proposed Civil Liberties Initiatives: Police and Housing

Dear Ron,

Police Priorities:

Sorry I did not make myself more clear. Yes, I was looking for the
current guidelines on police priorities in general; since we can't
suggest priorities without knowing what the priorities are at
present. I briefly googled this subject, but found nothing explicit.
Nor did I find a budget that might indicate resources allocated to
different police actions.

Low Income Projects Ownership:

After reading about the hundreds of programs addressing low-income
housing ownership, I am at a loss as to how an LPSF proposal to add
one more such program will help low income pople. Also, I am
wondering whether such a proposal would qualify as a "civil
liberties" issue for which we voted at our last LPSF meeting.

Civil Liberties as an initiative:

Once we really focus on the civil liberties issues, we do find
ourselves quite limited, either because the rules come from state or
Federal, or because of the NIMBY factor, or because we find ourselves
back in the economic arena (such as in the case of the home
ownership). As Mike Acree suggested, we then are left
with "resolutions." So, in summary, I have ran out of ideas. But I
am open for more discussion or suggestions.
