property rights & conflict resolution

  I can't help but notice that your wording in response to Steve implies
that there are some property disputes for which civil action is not a
very effective means of conflict resolution. This in turn suggests that
some sort of enforcement mechanism is needed for when a difficult case
comes up. Is this what you believe?
